With the hearing of Sanita Alagić, Assistant Director of FCPA and Head of the Sector for Financial Operations, Public Procurement and Warehousing, the trial of Federal Prime Minister Fadil Novalić and others for the disputed procurement of 100 Chinese ventilators worth 10,530,000 KM continued today in the Court of B&amp;H.
In addition to Novalić, the accused are the suspended director of the Federal Administration of Civil Protection, Fahrudin Solak, the Minister of Finance of the Federation of B&amp;H, Jelka Milićević, and the owner of the company "Silver Raspberry", Fikret Hodžić.
Senka Nožica, Jelka Milićević's defense counsel, asked the witness a series of questions. One of them was whether Jelka Milićević, except on one occasion, contacted Alagić by phone, to which she gave a negative answer.
Nožica then asked the witness if Milićević had mentioned the purchase of 100 ventilators, to which she replied that she had not and that there had been a purchase of medical equipment.
Prosecutor Mirza Hukeljić said that the witness made contradictory statements today. He also pointed out that Alagić changed her statement again.

New contradictory statements by Sanita Alagić

Key witnesses in the "Ventilators" affair, in which Fadil Novalić and others are being tried for organized crime worth 10.5 million KM, as things stand, could be held accountable for false testimony.
These are witnesses Edita Kalajdžić, Secretary of the Government of FB&amp;H, Hasan Ganibegović, former head of the Prime Minister's Office, but also Sanita Alagić, assistant director of FCPA.

<h2> Preconditions for initiating an investigation have been met</h2>

All of them, as determined by the Prosecutor's Office of B&amp;H during the proceedings, changed their statements at the main hearing, in relation to the testimonies during the investigation and the hearing in the Prosecutor's Office.
This judicial institution confirmed to "Avaz" today that the B&amp;H Criminal Procedure Code, in the provision of Article 243, prescribes that if there is a reasonable suspicion that a witness or expert witness gave a false statement at the main trial, the judge or the presiding judge may order to make a special transcript of the record of the testimony of a witness or expert to be submitted to the prosecutor.
They say that the Prosecutor's Office of B&amp;H, as a body of criminal prosecution, will consider further activities in this case.
- The testimonies of individual witnesses given at the main trial are obviously contrary to the testimonies given by these witnesses in the investigation, and the material evidence presented, which fulfills the preconditions for initiating an investigation due to the existence of grounds for suspicion that a criminal offense was committed - giving false testimony under Article 235. Of the Criminal Code of Bosnia and Herzegovina - the Prosecutor's Office told "Avaz".
They remind that during 2020 and 2021, the Prosecutor's Office of B&amp;H received several reports related to this criminal offense, and cases that have been pending have been formed.
- The public is aware that in 2013, one accused was sentenced to one year and three months in prison for giving false testimony in a war crimes case.
When it comes to Kalajdžić, Ganibegović and Alagić, who has been changing the testimony given in the investigation for almost three hearings, it is evident that key witnesses lost their memory overnight. They justified the changes in testimony by pressure from the Prosecution during the hearing.
However, in the minutes of the hearings, which they duly signed, these witnesses never mentioned anywhere that any of the prosecutors had put pressure on them.
The Prosecution of Bosnia and Herzegovina has even declared Ganibegović an enemy witness, due to statements given in court, which do not agree with the statements from the investigation and material evidence.
In addition, Ganibegović, Novalić, Kalajdžić and Ganibegović were participants in the viber group GENSEK, through which the agreement on the procurement of equipment went.
One of the messages, which Kalajdžić wrote to Novalić, is: "Boss, talk to Sebija directly about the price of a ventilators."

<h2>The prosecutor read an earlier statement</h2>

But when the ventilators arrived, Kalajdžić sent a new message: Seb. is calling, ventilators are bad”.
When asked by the prosecutor to clarify these messages, she replied that she did not remember.
On the other hand, Alagić claimed in her testimony in the investigation that Fikret Hodžić personally brought an offer for ventilators to the FCPA, and at the trial that this was not true and that the offer had reached the reception desk.
She changed her statement in another part. When asked by Hukeljić "Did you believe and know when making changes in the contract that it was not a technical error, but the subject of the contract", she answered that she did not know.
However, the prosecutor read an earlier statement in which she said during the investigation: "Everything was very symptomatic for me, from the name of the company, to the technical error."

Novalić, Solak and Hodžić are charged with conspiracy to commit criminal offenses in connection with acts of abuse of position or authority, receiving a reward or other form of benefit for trading in influence.
The indictment also charges them with money laundering, falsification or destruction of business or trade books or documents, falsification of official documents and violation of the obligation to keep trade or business books and compile financial reports and their falsification or destruction.
Milićević is accused of negligent work in the service.

Swiss Ambassador to Bosnia and Herzegovina Daniel Hunn received a delegation of non-governmental organizations, the Council of the Congress of Bosniak Intellectuals (VKBI), the Croat National Council (HNV), the Serb Civic Council (SGV) and the 1990 B&amp;H Parliamentarians Forum at his residence in Sarajevo.

The delegation consisted of Miro Lazović (Forum of the Parliamentarians), prof. dr. Ivo Komšić (HNV), prof. dr. Lada Sadiković (VKBI), Živko Radišić (SGV) and mr. sc. Emir Zlatar, the NGOs Coordinator.
During a long conversation, the NGO delegation informed Ambassador Hunn in detail about the activities of non-governmental organizations related to the current social and political situation in B&amp;H and presented Principles for Amendments to the BiH Constitution and presented him the document 'Open Issues to International Officials', with a plea to brief Swiss officials as well as colleagues in the diplomatic corps in B&amp;H with these materials within his capacity.
The NGO delegation informed Ambassador Hunn that almost 25,000 citizens of Bosnia and Herzegovina supported the Principles for Amendments to the B&amp;H Constitution through the web portal www.izmjeneustava.com and that this was the first survey of B&amp;H citizens on the constitutional position of B&amp;H since the referendum of March 1, 1992.
Ambassador Hunn emphasized the importance and role of civil society organizations in Bosnia and Herzegovina, especially from the aspect of involvement in all important social processes, and that it is very important to hear the voice of the civil sector and the citizens of B&amp;H.
The peculiarity of this activity is the fact that this initiative includes representatives of all ethnic groups in B&amp;H whose voice on the issue of the future of B&amp;H is unique and clear.

The construction of the Migrant Center in Lipa has finally been completed, and the official opening of this reception center, some thirty kilometers away from Bihać, was attended by representatives of the B&amp;H Ministry of Security, cantonal and city authorities, and all international organizations involved in the migration process.

It has long been known that this center will have an accommodation capacity for about 1,500 people and that it should significantly reduce the pressure of a large number of migrants and refugees on the city center, or public areas and abandoned buildings in the center of Bihać.
A special area in this container settlement is provided for vulnerable categories of service users, i.e. families with children and unaccompanied minors.

Belarusian President Aleksandr Lukashenko and outgoing German Chancellor Angela Merkel on Wednesday held another phone discussion on the migrant crisis on the Belarusian-Polish border. 

The Belarus Presidency said Lukashenko and Merkel agreed on how to act in resolving the issue.
A statement said both leaders agreed that the problem will be brought up to the level of Belarus and the EU and the two sides will determine officials who will start negotiations on resolving the problem. The desire of refugees to go to Germany will also be addressed, it said.
Merkel informed Lukashenko of a request from European Commission President Ursula von der Leyen to participate in the process of international organizations dealing with the problems of refugees and migrants which are already cooperating with Belarus.
The two leaders first discussed the crisis on the Belarus-Polish border by phone on Nov. 15.
Lukashenko won presidential elections on Aug. 9, 2020, but the EU said it did not recognize the result because the election was rigged. 
According to the EU, Belarus reaches out to potential travelers through seemingly official channels, including diplomatic missions and travel agencies, and invites them to Belarus by offering visas. They are then allegedly guided to the EU border.

Thousands of migrants continue to wait in the freezing cold at camps they set up on the border between Belarus and Poland in the hope of crossing into the EU. 

Along the border just west of the Belarusian city of Grodno, migrants who came with visas from Iraq languish in the camps and logistics centers at the border crossing point.
Some of the migrant groups, which include women and children, make attempts to enter Polish territory from time to time.
According to the Belarusian State Border Committee, Lithuanian border guards made a brutal attempt early Wednesday to push Iraqi citizens back into Belarusian territory in the Klevitsa border area.
Footage shows the border guards severely beating a migrant lying on the ground and then setting a dog on him. The dog bit his leg and started tearing apart his sleeping bag, the committee added.

The EU foreign policy chief Thursday called on the EU member states to act upon his new defense strategy, arguing that “Europe is in danger.”

In his blog post, Josep Borrell said: “We must avoid the risk of treating this as yet another EU paper, with limited buy-in and follow up,” Borrell wrote in reaction to the criticism on a draft defense strategy that he presented to the EU foreign affairs and defense ministers earlier this week.
The Strategic Compass is based on the central diagnosis that “Europe is in danger,” Borrell pointed out.
He stressed that many ministers had agreed with “the seriousness of the deterioration of Europe’s strategic environment” and “the gravity and urgency of the situation” during their discussions.
At the same time, he underlined that it was now up to the EU member states to make suggestions to amendments, to adopt the defense strategy, and most importantly to deliver on them.
- In the end, only the decisions of member states will determine whether the geo-political shifts are yet another wakeup call that goes unheeded. Or, whether we are starting a new chapter in European security and defense when we finally decide to face our security responsibilities - Borrell said.
In line with keywords of “act, secure, invest, and partner,” the Strategic Compass introduced a set of proposals to strengthen the bloc’s role as a security provider.
The action guide came with concrete proposals and timelines, such as setting up a swiftly deployable EU force of 5,000 troops, investing in industrial capabilities, and securing the EU against cyberattacks.
The final document is expected to be adopted in March.
Based on the lessons from the Yugoslav Wars, the idea of reforming and strengthening the bloc’s defense and security policy has been on the table since the mid-1990s.
But the EU member states have not been able to advance on the policy because of the high sensitivity of the topic and diverging interests.

Top EU diplomat urges member states to act upon new defense strategy

FB&amp;H Minister of Energy, Mining and Industry Nermin Džindić said that the Government of the Federation of B&amp;H supported the preliminary draft law on public-private partnership at today's session, which defines public-private partnership as a long-term partnership between public and the private sector. 

- This is a strategically important law for increasing investments and for a new relationship between public and private partnership within the Federation of B&amp;H. This law was supposed to be passed at the state level, but since there were no harmonized agreements, an inter-ministerial working commission was formed, headed by the FB&amp;H Ministry of Energy, Industry and Mining. We used all eminent experts from these areas and we came to the preliminary draft law, which was supported by the Government at today's session and which we will forward to the regular procedure - said Džindić.
The said law prescribes two forms of public-private partnership. It is a contractual form and a status form of public-private partnership.
- The public debate showed where certain corrections should be made. We accepted everything that was logical - Džindić added at the press conference after today's session of the FB6H Government.&nbsp;

Head of the EU Delegation and EU Special Representative in B&amp;H Johann Sattler will attend the official opening of the Lipa reception center near Bihać tomorrow.

The European Union has set aside 1.7m euros to set up this multi-purpose reception center, to provide adequate accommodation and living conditions for about 1,500 migrants, including families with children, unaccompanied children and singles.
The remaining funds were provided by other donors, including the German Federal Agency for Technical Assistance (Tehnisches Hilfswerk), the Austrian Ministry of the Interior, the Austrian Development Agency (ADA), the Swiss Government, the Holy See, the Italian Ministry of Foreign Affairs and International Cooperation and the Council of Europe Development Bank.
The center will be managed by the B&amp;H Foreigners' Affairs Service with the support of the International Organization for Migration and other partners.
This is an important step in establishing an appropriate migration management system in the country for which the EU will continue to provide support.
In addition to Ambassador Sattler, the opening of the center will be attended by the B&amp;H Minister of Security Selmo Cikotić, the Una-Sana Canton Prime Minister Mustafa Ružnić, Bihać Mayor Šuhret Fazlic and German Ambassador to B&amp;H Margret Uebber, Italian Ambassador to B&amp;H Marco di Ruzza, Head of the International Organization for Migration (IOM) in B&amp;H Laura Lungarotti, Director of Hilfswerk Austria Stefan Fritz, and other guests, announced the EU Delegation to B&amp;H.

Azerbaijan’s President Ilham Aliyev held discussions Tuesday with European Council President Charles Michel on the latest tensions on the Azerbaijani-Armenian border.

Michel expressed his concern over recent events on the border in the telephone call, according to a statement from the Azerbaijani presidency. 
Aliyev said Armenia repeatedly resorted to military provocations in the direction of Shusha, Lachin and Kalbajar with the latest large-scale attack Tuesday, the statement said.
Noting that there were injuries on the Azerbaijani side, he said the necessary response was given to Armenia’s provocation.
Aliyev said all responsibility for the current tensions rested with the Yerevan administration.
During the conversation, the pair exchanged views on the prospects of relations between Azerbaijan and the European Union.
Earlier, the Azerbaijani Defense Ministry said the Armenian armed forces once again opened fire on Azerbaijani army positions on the border.
Azerbaijani army positions in the Yellija and Barmagbina settlements of the Kalbajar region, the Galakend, Daryurd, Novoivanovka and Garaveliler settlements of the Gadabay region and the Aghbulag, Aghdam, Garalar, Gosha, Kokhanebi, Hajally, Alibeyli and Asrik Jirdakhan settlements of the Tovuz region as well as the Kohnegishlag settlement of the Aghstafa region were subjected to intensive fire, it said in a statement.
It noted that two Azerbaijani soldiers were wounded in the attacks.
Relations between the former Soviet republics of Armenia and Azerbaijan have been tense since 1991, when the Armenian military occupied Nagorno-Karabakh, also known as Upper Karabakh, a territory internationally recognized as part of Azerbaijan, and seven adjacent regions.
New clashes erupted on Sept. 27, 2020, with the Armenian army attacking civilians and Azerbaijani forces and violating humanitarian cease-fire agreements.
The fighting ended with a Russia-brokered agreement on Nov. 10, 2020.
During the 44-day conflict, Azerbaijan liberated several cities and 300 settlements and villages that were occupied by Armenia for almost 30 years.

The European Commission presented on Wednesday a new package to meet the bloc’s climate protection goals, including its latest commitment at the UN Climate Change Summit in Glasgow to prevent global deforestation.

- If we expect more ambitious climate and environmental policies from partners, we should stop exporting pollution and supporting deforestation ourselves - EU Commissioner for Environment Virginijus Sinkevicius told reporters, calling the new drafts on deforestation and waste shipment “the most ambitious legislative attempts to tackle these issues worldwide ever.”
The EU executive body proposed an act that requires companies to prove that products of soy, beef, palm oil, wood, cocoa, and coffee are “deforestation-free” and are made legally under the rules of the country of origin if they want to import to the EU.
The idea of deforestation-free import was revealed by European Commission President Ursula von der Leyen at the COP26 summit where she stressed that “EU consumers were not willing anymore to buy products that are responsible for the deforestation."
In a separate amendment to the already existing EU rules on waste shipments, the European Commission proposed strict control over waste export to non-EU countries.
The new regulation would ban waste shipment to non-OECD countries if the receivers are not able to manage them sustainably, and it would also demand regular audit in OECD countries to check if the bloc’s waste is managed in a way that does not harm the environment.
Also, the EU would step up stronger against illegal waste trafficking that creates around €9.5 billion ($10.7 million) turnover each year.
As the third part of the new climate protection package, the European Commission announced a strategy on renewing and restoring the soil in the EU by 2050.

Migrants waiting at checkpoints on the Belarus-Poland border returned to camps in the forest area Tuesday while others went to a logistics center and prepared to spend the night. 

Around 2,000 migrants, including women and children, who left camps Monday for the western border with Poland waited at the Bruzgi-Kuznitsa border checkpoint.

Sanctions have never been a solution and I am sure there will be nothing on the table while we agree, HDZ B&amp;H President Dragan Čović said today, commenting on announced US and European Union sanctions to B&amp;H politicians.
 
- The talks that are taking place and that have been going on have been intense, and in the next fifteen days there will be dozens of them from different parts of the world. However, it was made clear that we must agree, primarily in the FB&amp;H, that is, to bring relations closer and restore trust between Croats and Bosniaks. This is the key task of the HDZ B&amp;H and what I represent in the HDZ through HNS, as well as of my colleagues from SDA and other Bosniak parties in B&amp;H - Čović told reporters, saying that he is sure there would be no sanctions while the agreements last.
He is convinced that the amendments to the B&amp;H Election Law will be completed in the Parliament soon, i.e. by the end of this year, in order to ensure the legitimate representation of the constituent peoples when it comes to the Presidency of B&amp;H and the House of Peoples of FB&amp;H.
- I think that this would solve all the blockades and what we have as a political problem - said Čović.

The Ambassador of the United States of America to Bosnia and Herzegovina, Eric Nelson, reiterated today in Sarajevo that political blockades and the non-functioning of the state institutions discourage investors and hinder the country's progress.

- Instead of dragging B&amp;H back to the period from the 1990s, all leaders in B&amp;H have an obligation to work on the country's moving forward and working on it with dedication - Nelson added.
He referred to the visits of US officials Derek Chollet, who is an advisor to the Secretary of State, and Deputy Assistant Secretary of State Gabriel Escobar, who met with many B&amp;H officials, noting that Chollet brought a letter from Secretary of State Antony Blinken outlining goals important for B&amp;H.
- His clear message was that BiH must move forward and implement reforms, and leaders must participate in the work of the government and reach an agreement that will allow the country to move forward - Nelson said.
Anything that hinders the country’s progress is something that needs to be removed, Nelson added, and it’s important to focus on important issues and address them within existing institutions whether it’s issues of economic progress, the coronavirus pandemic or a political crisis.
