Minister of Defense of Bosnia and Herzegovina Sifet Podžić could not say anything concrete today regarding the disappearance of weapons from the Pazarić Basic Training Center of the B&amp;H Armed Forces until the investigation is completed, but he announced that the accountability would be established.

Podžić emphasized that he feels responsible as the head of that institution when such things happen in the Armed Forces, but disciplinary proceedings will be conducted in order to determine where the system has failed.
He rejected media allegations that nothing concrete had been done in previous cases of the disappearance of weapons, presenting exact data on how those responsible were sanctioned with disciplinary proceedings and announced that the public would be informed about everything after the investigative bodies give permission.
When asked how it is possible for weapons to disappear from the barracks, he answered that if he knew, he would immediately take concrete measures, but that "it is obviously possible and it is happening which is why all the persons in the chain of command will be questioned, from top officials to the soldier who was on guard".
While performing regular tasks, the officers in charge determined that the security seal at the entrance was damaged in the premises of the Pazarić Basic Training Center of the Armed Forces of B&amp;H on February 11th.
The vice-chairperson of the Joint Committee, Dušanka Majkić (SNSD), stated that there has been no such meeting for more than five years, nor did the parliamentarians have the opportunity to get the answers to the questions they posed, and their obligation is to supervise those institutions.
Majkić believes that the Committee should be informed about everything that is happening, especially when it comes to such a case of the disappearance of weapons from the Pazarić Basic Training Center of the Armed Forces of BiH, because this institution is the largest state budget beneficiary.

The Central Election Commission (CEC) did commendable work organizing the 2020 local elections in a year of unprecedented challenges: managing not only the pandemic but also avoidable delays in securing election funding. At the same time, the elections were marred by persistent issues that have given new urgency to implementing long-standing ODIHR recommendations to increase transparency, improve the training of election workers, and strengthen the power of your ballot- they said. 
Among the most pressing priorities is reforming how polling station commissions (PSC) are formed. Currently, PSC members are appointed exclusively from political party nominees. With this structure, it is difficult to ensure the impartiality and professionalism of PSCs. 
Moreover, as seen in the latest local elections, uneven or insufficient training for PSC members risks procedural errors, undermining citizen confidence in the election process.

EU, US and OSCE ambassadors call for electoral reform

The Prosecution of Bosnia and Herzegovina filed a new indictment today against Osman Mehmedagić, director of the Intelligence and Security Agency (ISA). An indictment has also been filed against Selmo Cikotić, the Minister of Security of B&amp;H, and Muriz Druškić, an ISA employee, "Avaz" has learned.
This is a new indictment in the "Security Check" affair, which was refused to be confirmed by the Court of B&amp;H at the end of last year.
The Prosecutor's Office of B&amp;H confirmed this information to "Avaz".

The Prosecutor's Office of B&amp;H charges Osman Mehmedagić, Selmo Cikotić and Muriz Druškić, Advisor to the General Director of the Intelligence and Security Agency of B&amp;H and a member of the Commission of the Council of Ministers of B&amp;H for deciding on appeals in security clearance cases, with having committed the criminal offense of abuse of office or official authority under Article 220 of the CC B&amp;H.
They are accused in an affair related to embezzlement related to the appointment of members of the Commission for the Second instance resolution of the security check procedure for police and state officials.
This is a new indictment against Mehmedagić, and the accused three are charged with the criminal offense of abuse of office or authority in connection with illegal appointment and participation in the work of the Second Instance Commission, which resulted in general legal uncertainty for handling security checks.
The investigation was initiated on the basis of a criminal complaint filed by certain police and civil servants of SIPA and the Prosecutor's Office of B&amp;H.
Mehmedagić is already on trial in the Court of Bosnia and Herzegovina because of the "B&amp;H Post" affair, due to the illegal exclusion of a video from this state institution.

The office of the Disciplinary Prosecutor of the High Judicial and Prosecutorial Council of B&amp;H (HJPC), headed by Alena Kurspahić-Nadarević, is still conducting a disciplinary investigation against Ranko Debevec, President of the Court of B&amp;H, in connection with allegations of abuse of office and corruption.
Although three disciplinary cases have been filed against the head of the Court of B&amp;H, and the report that he committed the criminal offense of abuse of office or authority under Article 220 of the B&amp;H Criminal Code and several corrupt acts, filed with the Prosecutor's Office of B&amp;H in the middle of last year,still no disciplinary proceedings have been initiated nor has a disciplinary lawsuit been filed.
We would like to remind you that Debevec was also reported for inappropriate contact with the accused director of ISA, Osman Mehmedagić, who is being tried in the Court of B&amp;H.

<h2>The prosecution requested financial reports</h2>

On October 22nd, 2020, the Prosecutor's Office of B&amp;H which performs checks from the criminal report, sent all the evidence that Debevec did not report property in the Kingdom of Spain or that he has Spanish citizenship to the Office of the Disciplinary Prosecutor of B&amp;H.
The letter clearly states: "In no financial report did Ranko Debevec, the President of the Court of B&amp;H, reported property in the Kingdom of Spain or that he has Spanish citizenship."
The reason why the Prosecutor's Office requested financial reports, from which it can be concluded that Debevec committed the criminal offense of abuse of position and authority under Article 220 of the B&amp;H Criminal Code and several corrupt acts, is the verification of allegations from the criminal report against the head of the State Court.

Checking the allegations from the report, which states that Debevec committed several criminal acts while performing the function in the Court of B&amp;H, all with the aim of obtaining illegal property gain, the prosecutors came across information that the President of the Court hid for years.
The Prosecutor's Office of B&amp;H, through investigative actions in B&amp;H and through international cooperation, determined that the President of the Court of B&amp;H did not report the property he owns in Spain, as well as the dual citizenship of this country.
It was established that Ranko Debevec was registered as a citizen of the Kingdom of Spain under the name Ranko Debevec Kaveson by a decision made on April 12th 1999.
It has also been established that he owns a valid driving license issued by the Kingdom of Spain on 21st of February 1995. with a validity period until 3rd of April 2024., and is the holder of a travel document issued by the Kingdom of Spain on April 2nd 2019.
According to the Prosecutor's Office of B&amp;H, Ranko Debevec Kaveson acquired the citizenship of the Kingdom of Spain on the basis of residence. According to operational data, in order to obtain Spanish citizenship, Ranko Debevec formally renounced the citizenship he had at that time.

According to the information of the Prosecutor's Office of B&amp;H, Ranko Debevec Kaveson used the travel document of the Kingdom of Spain when crossing the border of the Kingdom of Spain on April 14th, 2018., then on June 23rd, 2018., June 27th, 2018. and June 30th, 2018. at the Barcelona (El Prat) Airport.

Inspecting the personal file, it was determined that Ranko Debevec provided incomplete and inaccurate information when applying for the position of prosecutor, judge and president of the Court of Bosnia and Herzegovina and when filling in the application form for judges, prosecutors and associates, in which he did not state the fact that he also uses Ranko Debevec Kaveson name, and that he also has another citizenship, which indicates that he committed a disciplinary offense prescribed by Article 56, item 19 of the Law on the High Judicial and Prosecutorial Council of Bosnia and Herzegovina - according to the information of the Prosecutor's Office of B&amp;H.

It was also pointed out that based on the Law on Protection of Classified Information of Bosnia and Herzegovina, in the capacity of President of the Court of Bosnia and Herzegovina, Ranko Debevec has access to classified information of all levels and that according to the Law on Intelligence and Security Agency of Bosnia and Herzegovina issues orders to the Agency for secret surveillance and searches, and that Ranko Debevec also has another identity and a travel document of another state that he uses.

Minister of Health of the Sarajevo Canton Haris Vranić received today Ambassador of the Republic of France to Bosnia and Herzegovina Christine Toudic and discussed the current epidemiological situation and health problems, as well as future cooperation in that area.

As Minister Vranić informed Ambassador Toudic, the priority of the Ministry is the fight against Covid and the procurement of vaccines.
Funds for those purposes have been provided, but unfortunately due to the complex system and the dysfunction of higher levels of government, as Vranić stated, the process of procuring vaccines is still ongoing.

A Russian prosecutor on Tuesday called for Alexei Navalny to face a $13,000 fine in a defamation case, one of a series of legal proceedings the jailed Kremlin critic says are aimed at silencing him.

His arrest sparked two consecutive weekends of nationwide protests demanding his release, in some of the biggest anti-government demonstrations in years.
A Moscow court earlier this month ruled to convert a three-and-a-half-year suspended sentence Navalny received on fraud charges in 2014 to jail time over alleged parole violations.
Navalny is now facing defamation charges for referring to a World War II veteran and others who appeared in a pro-Kremlin video as "traitors".
A Moscow district court on Tuesday heard the final arguments in the case, during which the prosecutor asked for a fine of 950,000 rubles ($13,000/10,600 euros).
As the alleged defamation occurred during the suspended sentence, the prosecutor also requested that it be converted to real jail time, despite the other court having already ruled to do so.
Inside a glass cage for defendants and wearing a blue hoodie, the 44-year-old anti-graft campaigner frequently smiled and paced inside the glass cell, an AFP journalist reported.
In his closing arguments, Navalny said that "every moment of this case is obvious legal nonsense" and accused the prosecution of presenting fabricated evidence.

Navalny has often used his court hearings to mock the proceedings and in his final remarks Tuesday he asked if the judge could recommend a recipe for pickles, since it is "pointless to talk about the law" with her.

Navalny's lawyer Olga Mikhailova insisted the charges were "contrived and arbitrary" and said the defence "strongly disagreed" with the prosecution’s arguments.
After the final arguments were delivered, the judge adjourned the hearing to February 20, the same day Navalny is scheduled to appeal his jail term in a different court. 
Asked about Navalny's case by reporters on Tuesday, Kremlin spokesman Dmitry Peskov said that "in our country it is forbidden to insult veterans". 
Navalny and his allies have faced a slew of legal challenges in recent years, most stemming from their investigations into the wealth of Russia's elites.
Another Moscow court on Tuesday rejected Navalny's appeal against a fine of 3.3 million rubles that he was ordered to pay a food company in another defamation lawsuit.
He is facing more defamation charges from Russian businessman Yevgeny Prigozhin, nicknamed "Putin's chef" because his company Concord catered for the Kremlin.
The 59-year-old businessman, who is under US and European sanctions, has two pending cases against Navalny that will be considered in March.
Navalny's arrest sparked large-scale rallies across the country that saw at least 10,000 people detained in a police crackdown.

Potanin's fortune has crossed the $30 billion threshold, Forbes reported, in a new record for a Russian business owner. 
Shares in the company, also known as Nornickel, have risen by some 40 percent over the past year as a result of a sharp increase in prices of non-ferrous metals such as nickel and palladium. 
The Russian company is the world's largest producer of palladium and one of the largest of nickel.
Nickel in particular is used in electric vehicles, the demand for which is growing worldwide.
Potanin holds a near 35 percent stake in Norilsk.
Its value has grown despite a court order on February 5 to pay a 146.2 billion ruble ($1.99 billion) fine over a fuel spill last May.

Director of the Intelligence and Security Agency (ISA) Osman Mehmedagić Osmica's security license for access to classified information, which was issued to him five years ago, expires on Thursday, February 18th.
Given the current trial in the Court of B&amp;H, where he is being tried on the indictment of the Prosecutor's Office of B&amp;H for abuse of office, it is difficult to expect that the leaders of the Ministry of Security will act on his request for extension.

Especially since the Law on Protection of Classified Information of B&amp;H is clear. According to Article 59 of the Law, which deals with security obstacles due to which the issuance of a permit for access to classified information is denied, one of the obstacles is "conducting proceedings for a criminal offense punishable by imprisonment for at least three months."
Considering that Mehmedagić is being tried before the Court of B&amp;H for the criminal offense of abuse of official position, for which he is threatened with a sentence of six months to five years, it is clear that there is no legal basis for extending the current director's security license.
In fact, Mehmedagić had to submit a request for a security check three months ago, which had to be performed by the Agency he leads.
He was accused during that period, and at least three more investigations are being conducted against him for abuse of position and authority.
The question remains whether Mehmedagić submitted the request and when, ie whether he filled in the obligatory standardized form containing dozens of pages, which is submitted with the request for obtaining a security permit.
The decision to issue a new security license is in the hands of Mate Miletić, B&amp;H Assistant Minister of Security Selmo Cikotić, who heads the Sector for the Protection of Classified Information. It is possible that Cikotić will act according to that decision.
However, there are two options for Cikotić and Miletić. To issue a new permit or to refuse it.
Before the Ministry acts on the request of the ISA director, and the deadline is in two days, this agency has to send an inquiry to the Prosecutor's Office of B&amp;H to find out whether an investigation is being conducted against Mehmedagić. But as we were unofficially told, such request has never been submitted.
Miletić, on the other hand, told us briefly yesterday that he could not comment on anything, because he was not authorized. He referred us to the cabinet of the Minister, but until the conclusion of this issue of "Avaz", we did not receive an answer as to whether Mehmedagić had submitted a request for the extension of the security license.

We remind you that in November last year, a procedure was initiated to deprive Mehmedagić of the right to access classified information.
Such procedure was initiated by Zoran Tegeltija, the chairman of the B&amp;H Council of Ministers and the head of the Reporting and Intelligence Body, which oversees the work of the ISA. He informed the Ministry of Security that it was necessary to initiate an additional security check procedure for ISA Director General Osman Mehmedagić, due to "suspicion of a security breach." This procedure was never completed.

Article 61 of the Law on Protection of Classified Information of B&amp;H states that "when a person who has the right to access classified information has his license revoked, it is declared redundant when the decision becomes final."
The same article further states that "a redundant person is assigned to vacant positions in the same or another institution, and in case of impossibility of assignment, due to the lack of similar jobs, that person's employment is terminated with severance pay determined by law."
Mehmedagić has the right to appeal to the Commission in which he placed his people, and they are under investigation in the "Security Checks" affair.

After the Central Election Commission of B&amp;H (CEC B&amp;H) made a decision on calling and holding repeat elections for the Mayor of Doboj and the Assembly of Doboj, and the Mayor of Srebrenica and the Municipal Assembly of Srebrenica, the Coalition for free and fair elections "Pod lupom" began with the activities of the organization of non-partisan observing of the repeat elections in Doboj and Srebrenica.

The Coalition reminds that on the day of the regular, annulled Local Elections 2020 in Doboj, their accredited non-partisan observers were prevented from observing the election process, which the Central Election Commission of B&amp;H stated as one of the reasons for annulling the elections in Doboj
-The ban on access to accredited observers is a direct violation of the B&amp;H Election Law. The repeat elections are an opportunity for the voting process in Doboj and Srebrenica to be held in accordance with the election rules- said the project manager of the Coalition, Dario Jovanović.
According to him, the Coalition will try to have one non-partisan observer at each polling station in Doboj and Srebrenica, "which will be a significant contribution to ensuring free and fair elections."

'Pod lupom' to have non-partisan observers in Doboj and Srebrenica elections

Minister of Development, Entrepreneurship and Crafts of the Federation of Bosnia and Herzegovina Amir Zukić called on delegates in the House of Peoples of the FB&amp;H Parliament to support the Draft Law on Entrepreneurial Infrastructure in FB&amp;H at a session scheduled for Thursday.

He reminded that the House of Representatives has already adopted the mentioned draft law and that it finally regulates an unregulated area.
-This would create an institutional framework for a systemic approach to planning, design, establishment and management of business infrastructure- Zukić pointed out.
He added that business infrastructure includes primarily business zones, but also development agencies, business centers, business incubators and accelerators, competence centers, science and technology parks, and the like.
Zukić stated that the proposed law would introduce all this in the register of business infrastructure entities and define incentive policies that are also provided by law.
He stressed that this could create preconditions for a more balanced development of the FB&amp;H, as well as reduced administrative barriers.
He added that the draft law was made in cooperation with the academic community and representatives of the EU and UNDP, as well as other institutions.

Jasmin Mulahusić, one of the most famous SDA bots on social networks, is not just an ordinary raider of this party who attacks political opponents of Bakir Izetbegović's regime, from Elmedin Konaković and Fahrudin Radončić, leaders of NiP and SBB, to Predrag Kojović, president of Our party, and numerous other politicians, and journalists as well.
Namely, Malahusić is also mentioned in the report of the Algerian Government submitted to the UN Security Council Committee established pursuant to Resolution 1267 (1999).

<h2>He was part of terrorist groups in Belgium</h2>

On 16th of April 2003., Ambassador Abdallah Baali, Permanent Representative of Algeria, wrote a letter to the Chairman of the Committee. The letter-report lists individuals and organizations linked to terrorist organizations around the world, primarily al-Qa`idah.
In a detailed document, full of the names of the terrorists and information about their movements and activities, page 13 lists the name of Ahmed Zaoui - alias Abou Houdeifa, born on December 7th, 1960 in ElIdrissia / Djelfa, Algeria, son of Lakhdar Zaoui and Amina Tahar.
Zaoui was sentenced five times in absentia by the Algiers Criminal Court for terrorist activities and belonging to a terrorist group.
Various inquiries conducted in Belgium have pointed to his involvement in arms trafficking to Algeria. He has proved links with terrorists Mohamed Kerrouche, called Salim (currently residing in London), Bosnians Nurset Jusufovic, Jasmin Mulahusic and Senad Ramcilovic and Moroccan brothers Ali and Youcef El Majda, arrested on 3 April 1996.

Ahmed Zaoui was expelled from Belgium to Switzerland, then to Burkina Faso, and then went to Malaysia. He is currently living in New Zealand, it is stated in ambassador's letter.
According to a recently published article by the "Raport" portal and transmitted by "The Bosnia Times" (TBT), Yasmin Mulahusein, ie Jasmin Mulahusić, now lives in Luxembourg and thinks from a comfortable diaspora about how and what should be done in B&amp;H. He creates photomontages and videos in which he discredits journalists and all politicians which SDA does not approve.
According to the Raport portal, Mulahusić is connected with terrorism in Belgium, about which local media reported, and which can be seen also in the reports of international agencies.

<h2>A false story about recruiting Wahhabis</h2>

He also played an important role in the fabricated affair by paraintelligence structures in B&amp;H. The Croatian intelligence agency SOA allegedly recruited Wahhabis from B&amp;H who work in Croatia and other EU countries to spy on other Wahhabis in B&amp;H.
It turned out that story was fake, and speculations were growing louder that the "recruits" were in fact instructed by the ISA, or at least part of the B&amp;H intelligence service, according to the text of the Raport portal.
Mulahusić's threats, disgusting hate speech and blaming journalists that they are provoking a coup, just because we discovered and pointed out crime and corruption of the governing structures, were reported to the Federal Police Administration, but also to all international organizations and embassies in B&amp;H.

<h2>Konaković: Mulahusić is an associate of the ISA director</h2>

Elmedin Konaković, President of the People and Justice party, also confirmed that there are obvious connections between bots and party soldiers on social networks with certain intelligence and paraintelligence structures controlled by the government, more precisely the SDA.
- This guy's name is Yasmin Mulahusein. He's not a bot. He is a real character. He is an associate of the director of ISA, Osman Mehmedagić. Yesterday, he published a picture of me standing next to Radovan Karadžić. It also happened that he publishes pictures of my three-year-old daughter. He often writes various abominations about my wife. This kind of people will never tell you anything in your face. They are activists on Facebook, and the motive is exclusively the protection of the SDA.
The people who work for SDA are happy to put likes on such pictures. They have a network of bots and individuals who distribute it further. The SDA considers this a pressure on us and does not stop. The pressure is great, almost unbearable (laughter, author's remark). I am writing this, so that those who may not have known, see what kind of system it is. It is important - stated Konaković.
