It happened that we could not inspect certain cases and documents of the ISA, and there were cases when we were prevented from inspecting the reports sent against this Agency.
Prosecution witness Damir Bevanda, chief inspector at ISA, whose job description supervises the work of this service, from the lowest to the highest official, including director Mehmedagić, said this today in the continuation of the trial in the Court of Bosnia and Herzegovina of Osman Mehmedagic and Muhamed Pekić.

Mehmedagić and Pekić are charged with abuse of office under the indictment of the Prosecution of Bosnia and Herzegovina. Mehmedagić, as the director of ISA, and Pekić, as the head of the Cyber Security Department at this institution, are accused of unauthorized obtaining information about the sender of the anonymous report against Mehmedagić.
According to the indictment, they learned in an unspecified manner that an anonymous report had been filed, and Pekić, according to Mehmedagić's order to obtain the recording, contacted the director of "BH Post".
They asked for surveillance footage for August 27th, stating that it was a state secret.
When asked by prosecutor Oleg Čavka whether citizens can submit reports to the ISA, Bevanda answered affirmative, more precisely that the report can be submitted directly to the director of the ISA or the Court of B&amp;H.
- The practice is to send it to me too. There are also insider reports - Bevanda said.
Asked if there were cases when any of the ISA employees sent a report against the head of the agency, Bevanda confirmed that there were such cases.
- These are reports in case of non-compliance - he added.
Čavka then asked him if there were any reports related to irregularities and if then the director has the right to deny the chief inspector access to official documents?
- He shouldn't. We have to determine the factual situation - he pointed out.

But when asked further by the prosecutor if this worked in practice, Bevanda replied:
- Not really. It happened that we could not inspect certain cases and documents and there were some reports where we were prevented from doing so. In one case from the general director (Osman Mehmedagić), in another from the manager - says Bevanda.
The witness answered the question whether, when an oral order on action is issued, how a written trace is provided, he clarified that, that trace must be recorded as an official note.
When asked by the prosecutor what if the order is illegal, he pointed out that the employee must express doubts, ask for a written clue and inform the competent person about it.
This witness also answered the question today whether the ISA has the authority to provide the media with information obtained by the service and which is classified.
When it comes to the media, the law on ISA stipulates that this agency only submits a report on its work once a year, nothing else - he added.

Čavka then wondered if OSA could establish and have its own media?
It shouldn't have - said Bevanda. When asked by Čavka if he had any, he answered:
- I don't know if ISA has its own media.
This witness also answered questions about whether ISA collects data that are not of interest to the service and what it must do with it.
Such data must be destroyed - he pointed out.
He denied that he was aware of the operation to exclude the video from the Post Office, saying that he found out about it from the media.
I really don't know anything about the official actions - Bevanda said.
Witness Trifko Buha, Deputy Director of ISA, said that any report against the Director General of ISA was treated as a blow to the foundations of the state of B&amp;H and that it was checked who filed the report "because a hybrid war is being waged against this agency" because of which the Court of B&amp;H was informed, as he said.
He confirmed that one of the co-signatories of the order to deliver the recording from the Post Office and that, as far as he knew, he thought that this act was marked confidential.
He explained that he believes that the obtained material should not be destroyed until the "principals" of the anonymous report are determined and that they have learned that the report was not submitted by ISA employees.
Witness Amina Ohranović, an employee of the Municipality of Novi Grad, whose announcement was described by Prosecutor Čavka as "this is a girl who is a threat to the security of B&amp;H" testified about the circumstances in which she appeared on surveillance footage at the BH Post office
- My best friend, Mirela Bubalo, with whom I was inseparable for four years, asked me to hand over those seven envelopes. She told me as if they were allegedly following her and that it would not be good for her to take them away. She told me that these were some reports, but I didn't know who they were against or their content. I was not even interested in that - said Ohranović.

She added that she then talked to her friend Mirela Bubalo because she was put in an awkward situation.
- Mirela told me that I didn't have to worry and that the picture didn't show who it was. I did not hear directly from Aljoša Čampara, but I was told on another phone not to worry. I don't know whose phone I was talking to - Ohranović added.
Witness Sakib Vuković, director of the Directorate for Operational Technical Affairs and Support at ISA, was also examined.
Like Buha, he confirmed that the seized recordings were marked secret, but they could not say how they ended up in the media and who gave the recordings to the Istraga.ba portal.
Vuković did not answer the question how the accused Pekić, if he was not an employee of the counter-intelligence department, took over the contact from the BH Post. When asked to whom he was supposed to deliver the recordings, considering that the competent manager was Nermin Mehić, Vuković answered that he does not know.

Montenegro's new government -- which ended three decades of rule by the Democratic Party of Socialists (DPS) when it came to power last year -- announced in late December that it planned to shutdown Montenegro Airlines because of the high debt the firm had accumulated even before the pandemic severely curtailed air traffic in 2020. 
The airline employs around 360 people and has a fleet of four leased planes -- three Embraer 195s and a Fokker F100 -- which have been grounded since the announcement in December.
On its website, the airline described the government's decision as "radical" and "unexpected", apologising to passengers whose flights were cancelled.

Minister of the Interior of the Una-Sana Canton (USC), Nermin Kljajić, confirmed that 7,210 migrants were returned to Bosnia and Herzegovina illegally from the Republic of Croatia last year, i.e. contrary to the Readmission Agreement.
-These are our operational data, collected on the basis of recording and taking statements from these migrants and refugees. People were mostly returned to the area of our canton, i.e. the city of Bihać and the municipality of Velika Kladuša. Unfortunately, the B&amp;H Border Police presents different data and I would not comment that at all - stated the cantonal minister Kljajić.
According to police estimates, more than 3,500 migrants and refugees are currently staying in the Una-Sana Canton.
About 1,300 people are currently accommodated in the temporary reception center "Miral" in Velika Kladuša, where a number of people are staying in abandoned buildings and improvised tent settlements. There are a total of about 900 migrants and refugees in the centers for vulnerable categories "Sedra" in Cazin and "Borići" in Bihać, while approximately the same number of people are in the locality of Lipa near Bihać. The Tax Administration of the Federation of Bosnia and Herzegovina collected 5.14 billion KM of public revenues last year.
The Director of the Tax Administration, Šerif Isović, stated at a press conference held in Sarajevo today, that compared to the year before, there was a decrease in the collection of the revenues in the amount of 157 million KM or 2.98 percent.
He specified that, when it comes to the structure of public revenues, the majority comes from the salaries contributions in the amount of 3.64 billion KM, followed by income and profit tax in the amount of 355 million KM.
-The drop in the collection of contributions that support the pension and health care systems was less than one percent, which could be seen as a success in such a political and economic environment- said Isović.
He pointed out that the largest amount of public revenues was collected in the Sarajevo Canton, in which case, in 2020, a drop of 3.2 percent was recorded, but at the end of the year, the amount came to 1.94 billion KM.
Isović stated that this canton participates with 37.9 percent in the total collected public revenues in FBiH, while the Posavina Canton participates the least, with 0.97 percent.
-In the Tuzla Canton in 2020, the collection of revenues increased by two percent, due to the collection of certain liabilities from the past period, while the largest drop was recorded in the Zenica-Doboj and the Herzegovina-Neretva cantons with a little more than six percent- noted Isović.
He emphasized that the Tax Administration executed more than 5,600 controls in 2020, in which more than 183 million KM of unpaid tax liabilities were uncovered, which is why fines in the total amount of 5.97 million KM were issued against 3,095 taxpayers.
-Also, we were forced to submit 40 reports on execution of criminal offenses of tax evasion with estimated value exceeding 5.6 million KM- Isović underlined.
He added that the received debt on the basis of tax obligations exceeded three billion KM, and that this debt would inevitably grow without certain systemic solutions.

Pekić bought this property from the former selector of the national football team, Mehmed Baždarević.
In addition, we learn that the investigation established that Pekić collected 100,000 KM in the account, which he then withdrew in cash. The only transaction he performed through the account was online betting. However, despite such data from the investigation, the Court of B&amp;H decided to assign Pekić a lawyer ex officio, more precisely that the state pays his lawyer with people's money.

Such a decision was made by Judge Branko Perić.
On the other hand, details related to the anonymous report also come to light, which is why Osmica used all resources to determine who sent it, citing such an action as a state secret. More precisely, everything that the ISA employees reported to the Prosecutor's Office turned out to be true. From the fact that the son of Bisera Turković, Ali Turković, is employed in ISA, who was then transferred to the Embassy of B&amp;H in Qatar, to the fact that Pekić's sister is employed in the Ministry of Foreign Affairs of B&amp;H (MFA).
The documentation reveals that Pekić's sister Amina Pekić was appointed a civil servant in this state institution in January 2019. She was appointed Secretary in the Department for OSCE, Council of Europe and Regional Initiatives of the Sector for Multilateral Relations - Ministry of Foreign Affairs of B&amp;H, starting from February 1st, 2019. This decision was also published in the Official Gazette of B&amp;H.
However, as it was later revealed, her university degree and the diploma she submitted are disputable.

The trial of Mehmedagić and Pekić is scheduled to continue tomorrow in the Court of Bosnia and Herzegovina.
Individuals in the Court are obviously in a hurry to end this process as soon as possible because a hearing has been scheduled twice in one week. Tomorrow, ISA employees Damir Bevanda, Sakib Vuković and Amina Ohranović will testify.
Prosecutor Čavka also proposed the hearing of Aljoša Čampara, the Federal Minister of police, but that will be decided later.
