B&amp;H Presidency member and chairman Milorad Dodik told Srna that Republic of Srpska maintains its earlier position that there will be no construction and equipping of migrant centers on its territory, which he clearly conveyed to EU High Representative for Foreign Affairs and Security Policy Josep Borrell. 
- At the request of Borrell, we discussed the issues of migrants, and his main interest was why the space of the former factory „Bira“ in Bihać was not activated for their accommodation. I stated that this is not within the competence of the Presidency of B&amp;H and the Republic of Srpska, because „Bira“ is located in the Federation of B&amp;H /FB&amp;H/, which should resolve this issue. The migrant crisis in B&amp;H is severe and on the verge of a humanitarian catastrophe, and those in charge must resolve the issue - said Dodik and stated that he undertook the obligation to talk with the mayor of Bihać, Šuhret Fazlić, today.

He pointed out that the EU gave money for the accommodation of migrants through various independent organizations and not through the institutions of B&amp;H, Republic of Srpska and FB&amp;H, and that there are indications of misuse of those funds and therefore they cannot be attributed to B&amp;H assistance.
- Borrell did ask, probably under the influence of Sarajevo, for migrants to be distributed on the entire territory of B&amp;H, regardless of the clear position of the Republic of Srpska. I said that the Republic of Srpska has the right to its position on the migrant crisis and will not change it, that is, there will be no migrant centers in the area of Srpska. Borrell insisted that they try to provide as humane conditions as possible for the accommodation of migrants, with which I agree - Dodik explained.
The member of the Presidency emphasized that the Republic of Srpska does not want funds for the accommodation of migrants, nor will it receive them.

- It is very important to stick to our policy that we do not want to accept migrants in the area of Srpska, because only such a policy gives results. The EU encouraged millions of people to move towards it, and then they put a wire on the border, which speaks of the attitude towards migrants, which is exclusively a problem of the EU, and not ours. We in B&amp;H have not remained passive, but the main problem of migrants is not in B&amp;H, but in the EU, and it should take full responsibility for that problem - said Dodik.
EU High Representative for Foreign Affairs and Security Policy Josep Borrell called on the B&amp;H authorities to work on sustainable solutions for migrants, primarily on opening reception centers more evenly distributed throughout the country.
The European External Action Service (EEAS) said Borrell spoke by phone with Serb member and B&amp;H Presidency Chairman Milorad Dodik, and that the topic of conversation was the difficult conditions in which several hundred migrants find themselves in B&amp;H.

President Donald Trump and Vice President Mike Pence had a “good conversation” at the White House on Monday evening, a senior administration official said, marking the end of a silent period in their relationship after the riot at the Capitol last week.The conversation was their first since the Republican president lambasted Pence on Wednesday for not seeking to block the certification in Congress of Democratic President-elect Joe Biden’s Electoral College win.
A source familiar with the situation said Trump had not reached out to Pence to check on his safety on Wednesday when he was evacuated after a mob of Trump supporters stormed the Capitol in the middle of the certification process.
The official said Trump and Pence discussed the riot in their Oval Office meeting on Monday.
-They reiterated that those who broke the law and stormed the Capitol last week do not represent the America first movement backed by 75 million Americans, and pledged to continue the work on behalf of the country for the remainder of their term- the official said in a statement.
-The two had a good conversation, discussing the week ahead and reflecting on the last four years of the administration’s work and accomplishments- the official added. Biden takes office on Jan. 20.
Last week, Trump, who has sought unsuccessfully to overturn his Nov. 3 election loss, urged Pence to intervene in the certification process and encouraged his supporters to march to the Capitol. A melee ensued in which five people died, including a Capitol Police officer. Some of Trump’s supporters in the assault discussed assassinating Pence for being a traitor.
The vice president has resisted pressure from Democrats to help remove Trump from office by invoking the 25th Amendment of the U.S. Constitution. Pence’s advisers say he is opposed to such a move.
Democrats in the U.S. House of Representatives plan to impeach Trump on Wednesday unless he steps down or is removed before then, after drawing up charges accusing him of inciting insurrection before last week’s siege of the Capitol.
Pence has been a loyal lieutenant to Trump for the four years of his often chaotic presidency, standing by him through multiple crises. Many current and former White House officials said they were deeply disappointed by the way Trump treated Pence over the past week.

The German government supports the candidacy of Christian Schmidt for High Representative and a decision on that could be made at one of the next meetings of the Peace Implementation Council, Christian Schwarz-Schilling, former High Representative in B&amp;H, told for „Dnevni avaz“.

- I know Schmidt very well. We are friends. I have been informed that there is a possibility that he will be the new High Representative. I told everyone who asked me - I would like it to happen and for now it is a serious initiative - says Schilling.
The German government has confirmed earlier that it has launched this initiative.
Schilling tells for our paper that he talked about the whole story with Chancellor Angela Merkel's office. According to unofficial information, Schilling acts as an informal adviser to Merkel for Bosnia and Herzegovina.
- Yes, the chancellor's office should be asked about the details, but we talked and I think that a decision can be made soon. It is not bad, I must say that it is time for certain changes - said Schilling.

As he points out, if Schmidt is going to be appointed as the new High Representative, German politician will aim to initiate the resolution of key remaining issues in B&amp;H.
- He will certainly have the support of Merkel and the German government, but also other countries. He is a new face and it is very important that the current High Representative Valentin Inzko is cooperative. Inzko is aware that he could not do much because he did not have the support of the international community. In the case of the new High Representative, that could change, he added.

Asked whether the German High Representative would be supported by the new U.S. administration, Schilling said Biden knows the situation in Bosnia and Herzegovina very well and that he is very realistic.
- I do not see any problem in Biden supporting a new beginning for B&amp;H, but that is just my opinion - he added.

<h2>The best assessment of the situation in B&H</h2>

In 1993, the new U.S. President Joe Biden made the best assessment of what is happening in B&amp;H that I have ever seen, says Schilling.
- He spent a month in Europe then, I think, and studied the situation. He gave his suggestions which at the time did not get support or there was no will to implement them, but it is still the best thing I have ever seen. I called German Minister Kinkel then and told him about it - he added.

The proposal to replace the chairman of the Council of Ministers, ministers and their deputies, as expected, did not get the required majority at today's session of the House of Representatives of the B&amp;H Parliamentary Assembly.
After several hours of discussion in the Parliament, where arguments were presented for and against the removal of the Council of Ministers, the deputies voted with 13 votes "in favor", "25 against" and 3 "abstained", which means that the proposal to replace the Council of Ministers did not get the required majority.

Pope Francis, in another step towards greater equality for women in the Roman Catholic Church, on Monday changed its law to allow them to serve as readers at liturgies, altar servers and distributors of communion.

In a decree, the pope formalised what already has been happening in many countries for years. But with the change in the Code of Canon Law, conservative bishops will not be able to block women in their diocese from those roles.
But the Vatican stressed that the roles were “essentially distinct from the ordained ministry”, and were not an automatic precursor to women one day being allowed to be ordained priests.
In the decree, called “Spiritus Domini” (The Spirit of the Lord), Francis said he had acted after theological reflection.
In an accompanying letter, the pope said he wanted to bring “stability, public recognition” to women already serving in the roles.

Deacons, like priests, are ordained ministers, and as in the priesthood, must be men in today’s Church. They may not celebrate Mass, but they may preach, teach in the name of the Church, baptise and conduct wedding, wake and funeral services and even run a parish with the permission of a bishop.

The 15th session of the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina is being held today. Tegeltija replied that the Council of Ministers, in cooperation with the EU, has already agreed on the procurement of vaccines that will be available to B&amp;H citizens at the end of January.
- One million and 232 thousand vaccines have been provided for the citizens of B&amp;H. 800,000 of them will be ceded to the Federation of B&amp;H, 400,000 to the Republic of Srpska, and 32,000 to the Brčko District. All vaccines for citizens will be free. This is just a tour of vaccines that will be provided for B&amp;H.
Although he did not want to name the manufacturer, Tegeltija said it was one of the EU-approved vaccines.

Improving the efficiency, quality, independence and transparency of the judiciary, which leads to creation of a functional and efficient judicial system, will be the focus of the High Judicial and Prosecutorial Council of Bosnia and Herzegovina (HJPC) in the coming period.
In cooperation with the Swedish Judicial Administration, the Swedish Enforcement Agency, B&amp;H courts and sister courts from Sweden, and with the financial support of the Swedish Government, the HJPC will work intensively in the next three years through “Improving Court Efficiency and Accountability of Judges and Prosecutors” project in B&amp;H on the implementation of activities that lead to the improvement of the efficiency of the judiciary and ensuring equal access to justice and equality of all citizens before the law, the HJPC B&amp;H said.
Based on the results of the conducted analyses, an assessment was made of the segments in which more proactive and reform action is necessary, in order for the set goals to be ultimately realized. Therefore, the focus of the planned activities will be on increasing the efficiency of judicial institutions, through planned activities and the establishment of a more efficient organization of work processes.
At the same time, intensive work will be done on establishing a system for monitoring the performance of existing work capacities in courts, analyzing the procedure for appeals in civil proceedings, improving executive procedure in judicial systems in BiH, improving gender equality in BiH justice and the position of vulnerable groups in contact with justice, as well as on establishing proactive communication with the media and the public in order to increase the transparency of the work of courts.
Changes in the work of courts will be reflected through the introduction of new methodologies, and cooperation has already been established with a number of courts from all over BiH that will approach this form of reform process, the HJPC BiH said in a statement.

US President-elect Joe Biden will receive his second dose of the Covid-19 vaccine on Monday, his office announced, three weeks after his first injection was broadcast live on TV to boost public confidence in the jab.
Biden, 78, told Americans "there's nothing to worry about" when he got his first dose of the Pfizer vaccine at the Christiana Hospital in Newark, Delaware on December 21.
His team said that his second jab would also be done in front of the media, without giving further details.
More than 374,000 people have died from the coronavirus in America, and Biden on Friday slammed President Donald Trump administration's troubled distribution of vaccines as a "travesty."
About 6.7 million Americans have so far received their first shot -- far short of the target of 20 million by the end of 2020.
But 22.1 million doses have been distributed nationwide, underlining the logistical challenge of getting the injections administered to the elderly and health workers who are the priority.
Both vaccines currently authorized in the US, developed by Pfizer and Moderna, require recipients to receive booster shots after three and four weeks, respectively.
Biden, who will be inaugurated on January 20, plans to release every available dose of vaccine, rather than holding back half to make sure people receive their booster shots on time as is the current protocol.

The suspect, and now the accused in the "Respirators" affair, Fikret Hodžić, the owner of the company "Srebrena Malina", which imported 100 respirators from China to B&amp;H worth 10.5 million KM, had money paid to him by the FB&amp;H Government for respirators in the manner that he paid import duties and costs of the import procedure, it is stated in the indictment of the Prosecutor's Office of B&amp;H.

On December 30th, the Court of Bosnia and Herzegovina confirmed the indictment against Fadil Novalić, Prime Minister of the Federation B&amp;H, Fahrudin Solak, suspended director of the Federal Civil Protection Administration (FCPA), Hodžić,the owner of "Srebrna malina", and FB&amp;H Deputy Prime Minister Jelka Milićević.
They are also accused of procuring protective equipment worth 2.9 million KM.
According to the details of the indictment, the Prosecutor's Office of B&amp;H, based on the financial investigation, determined that the accused Hodžić in the period from April 3rd to May 4th, 2020, when by the decision of the Court of B&amp;H funds of "Srebrna malina" were blocked in the amount of 1,096,520 KM, in addition to paying import duties, he also made other payments and disbursements in B&amp;H and abroad in the total amount of 400,000 KM.

However, prosecutors believe that on April 27th, a few days after 80 respirators arrived in Sarajevo, Hodžić withdrew 100,000 KM in cash from an account that he used in a manner known to him, but that in order to conceal this payment and the purpose of use, on May 5th, he issued an order to the accountant of the company to make a decision to increase the cash maximum up to 120,000 KM.
In the request to the accountant, Hodžić asked that the decision should be dated on 27th April, after which, in order to conceal this money, he requested that a decision be made on the distribution of money for the alleged purchase of raspberries, which V. K. did.

The indictment alleges that Hodžić kept the money he knew to have been obtained by a criminal offense, and then disposed of it and used it in his business.
Novalić and Solak concealed that money and used untrue business documents as if they were true and that they entered untrue data in business books, documents and files.

The list of witnesses in this case includes 67 persons who will be called by prosecutors depending on the order in which the evidence is presented. However, it is interesting that on the list, apart from Ana Bavrka, whom Hodžić reported as an employee, there is his brother Redžep, otherwise one of the co-owners of "Srebrna malina".

An adequate response to the migrant situation requires much better coordination of all levels of government and international organizations in Bosnia and Herzegovina, said the Una-Sana Canton Prime Minister Mustafa Ružnić at today's regular session of the Association of Independent Intellectuals "Circle 99". 
Speaking as an introductory speaker on the topic of "The Development of the Krajina Region and the Migrant Crisis", he stressed that not even three years since the migrant crisis escalated and the so-called Balkan route opened, there is still no coordinating body that determines who is responsible on behalf of each institution.
On the other hand, the problem is, warns Ružnić, insufficient control of the state border, especially the eastern one, as well as the fact that migrants are unevenly distributed throughout B&amp;H, emphasizing that the burden of this problem cannot be tackled by the Krajina region on its own.
He notes that the basic request to the Council of Ministers of B&amp;H is to establish that coordination and ensure the even distribution of reception centers, but he believes that the border crossings where migrants come to B&amp;H must be closed.
He says that it is necessary to establish transparent procedures for the flow of money entering B&amp;H for migration purposes and to determine the competent institution for the crisis, stating that 91 million euros have been allocated for B&amp;H so far, but it is also necessary to adopt an operational plan for migration management and show that B&amp;H as a country has things under control. 
He also asked the Presidency of B&amp;H to adopt a quota of how many migrants B&amp;H is able to take care of, which other countries have done, reminding that, under the existing laws, 7,000 migrants currently in B&amp;H should all be deported and that is the job of the Service for Foreigners Affairs. 
He said that he was proud that the Una-Sana Canton, with its modest financial resources, managed to struggle on its own and has formed several reception centers and accommodated migrants, provided them with assistance and provided education for the children that attend four schools in the USC.
But, regardless of that, Prime Minister Ružnić points out that the Krajina region cannot deal with this problem on its own and take care of thousands of migrants passing through on the Balkan route.

The congratulations sent on the occasion of the unconstitutional day of B&amp;H entity of Republic of Srpska, January 9th, marked in that entity as the "Day of the RS", by the Serbian president Aleksandar Vučić and Montenegrin Prime Minister Zdravko Krivokapić, stand as acts of disrespect for the decisions of the Constitutional Court of Bosnia and Herzegovina, and are a reflection of disrespect for the state of Bosnia and Herzegovina as a whole and a direct attack on its sovereignty, stated the B&amp;H Presidency member Šefik Džaferović on Sunday.
We understand very well the messages of this kind that come from our neighborhood, and we will know how to treat them. I am convinced that these messages, directed against Bosnia and Herzegovina, are very much observed and understood in Brussels and Washington.
It is especially disappointing that the Prime Minister of Montenegro, after the institutions of this neighboring country have clearly and unequivocally issued their position on the genocide in Srebrenica and the events from the period of aggression against Bosnia and Herzegovina, has decided to join the support that official Belgrade provides to a policy of celebrating the Greater Serbia ideology and all the evil that it has produced in the past.
I expect the President of Montenegro, Milo Đukanović, to comment on Prime Minister Krivokapić's actions on behalf of Montenegro, Džaferović said in a statement.

More than 200 migrants and refugees who had almost no shelter at the Lipa site near Bihać, have already been accommodated in the erected tents of the Armed Forces of Bosnia and Herzegovina.
The Service for Foreigners Affairs confirmed that they are working quickly to determine the total number of people in what is left of the reception camp, i.e. the final works on the preparation of the lot and the remaining tents. 
It was announced that the issue of electricity and drinking water supply will be resolved no later than Sunday, while the Red Cross volunteers from the City of Bihać and the Una-Sana Canton (USC) have been working since Saturday morning on setting up a large tent from where meals would be distributed.
The issue of sanitary facilities has also been temporarily resolved. The first meals have already been distributed and both migrants and refugees are finally more satisfied with the living conditions.
-We finally get what we were promised. Now we will at least some kind of roof over our heads, a bed and heating. We also get two daily meals, which is much better compared to the previous period. I hope that we will soon be able to charge our mobile phones so that we can get in touch with our families- said Ali from Pakistan.
Minister of Internal Affairs of the Una-Sana Canton, Nermin Kljajić, emphasizes that a huge organizational step has been made in Lipa near Bihać in recent days, and that the people are much calmer, considering that they will now have more dignified living conditions.
-The situation is much calmer and completely under the control of police officers and the Service for Foreigners Affairs of B&amp;H. I am sure that in a day or two everything will be finished and that somewhere around 700 migrants will finally have better conditions here- Kljajić added.

Aschbacher, a member of the conservative Austrian People’s Party which leads the coalition government, allegedly copied at least one fifth of her doctoral dissertation from other sources, as well as chunks of her diploma thesis, according to academic Stefan Weber who specialises in detecting plagiarism.
Aschbacher said she had written her dissertation and thesis “to the best of her knowledge and belief,” Austrian news agency APA reported.
-The hostility, the political agitation, and the insults are unfortunately being unloaded not only on me, but also on my children, and with unbearable force- she was cited as saying.
-I cannot allow this to continue in order to protect my family. For this reason, I am resigning from office.-
Chancellor Sebastian Kurz thanked Aschbacher for her work and said he accepted her decision. On Sunday he named economic researcher Martin Kocher as the new minister.
According to Weber, Aschbacher had taken at least one fifth of her dissertation, titled “Drafting a Leadership Style for Innovative Companies,” from other sources without properly labeling the citations.
Among other things, she had translated an article from Forbes magazine from English, repeating the original author’s claim to say she herself had worked “with hundreds of teams”.
